It turns out that any sub-division over 1000sqm or 3 lots requires a CHMP. To do that you need to engage an archeologist (Indian Jones is not acceptable) who will do some test digs, then you need to have a meeting with the local Aboriginal Land Council and discuss what they found. Then you need to agree with them on a plan for the lot.
Our archeologist found some tool fragments and manufacturing waste, so they want to "salvage" a much larger area. The total cost should be about $40k. And that's a good result! But if anyone doesn't follow the CHMP they will shut down the project and fine you up to $1M!
